Three (3) new permanent residence pathways announced by Immigration, Refugees and Citizenship Canada!

As you have probably heard, Immigration, Refugees and Citizenship Canada (IRCC) made a HUGE announcement yesterday about 6 new pathways for people in Canada to apply for permanent residence. Three of those apply to individuals outside Quebec and the remaining three apply to applicants in Quebec. This post will only cover the three outside Quebec.

These three new programs are:

  1. Foreign nationals who have a Canadian post-secondary credential (meaning graduated with a certificate, diploma, or degree)

  2. Temporary foreign worker in healthcare-related occupations

  3. Temporary foreign worker in non-healthcare occupations

All applications are filed online and this temporary program runs from May 6, 2021 to November 5, 2021, or until the respective caps are reached in the various programs. Family members of the principal applicant, both in Canada and outside Canada, are eligible for concurrent processing.

International Students: Cap of 40,000 applications

The principal applicant must meet the following eligibility criteria:

  1. Have completed a program of study at a Designated Learning Institutions (DLI) in Canada, between January 2017 and the time of filing the application

  2. Granted a certificate, diploma, or degree from a program that was at least 8 months in length (slightly different requirements for vocational programs and skilled trades)

  3. Be employed in Canada on a valid Work Permit or otherwise legally authorized to work under IRPA or the Regulations

  4. Currently residing in Canada with valid temporary resident status (or be able to restore that status) and be physically in Canada at the time of finalization

  5. Intend to reside outside Quebec

  6. Demonstrate minimum CLB 5 in English or French (language test must be less than 2 years old)

  7. Not be inadmissible for any reason

Foreign Worker Streams

There are two streams for temporary foreign workers, one for healthcare-related occupations, and the other for non-healthcare workers. The general criteria are the same for both, with two appendices provided with specific NOC lists of jobs that are eligible under each.

Intake Cap for Annex A (healthcare occupations): 20,000

Intake Cap for Annex B (non-healthcare occupations): 30,000

The general criteria are the following:

  1. Have at least 1 year of full-time (or part-time equivalent - 1560 hours) work experience in an occupation listed in Annex A (healthcare) or Annex B (non-healthcare) in the three (3) years preceding the date when the application for permanent residence is received by IRCC

    • For Annex A applications, the experience must be in one or more Annex A occupations

    • for Annex B applications, the experience can be in a combination of occupations from both annexes

  2. Be employed when the permanent residence application is filed.

  3. Cannot be self-employed

  4. Currently residing in Canada with valid temporary resident status (or be able to restore that status) and be physically in Canada at the time of finalization

  5. Intend to reside outside Quebec

  6. Demonstrate minimum CLB 4 in English or French (language test must be less than 2 years old)

  7. Not be inadmissible for any reason
